Internet Music Royalty Question

Does anyone know how/if music performance royalty payments are handled for licensed music synced to a video broadcast (downloaded, streamed, or podcast) over a website?

I know that internet radio broadcasts are currently a hot legal topic, but am having trouble finding articles and helpful info about music as part of a video distributed over the internet (ie a show like Lost on ABC website, music in a short film, or musicians doing a studio performance like AOL Sessions).
