Interesting Question...

I was wondering if anyone knew of any filters to ADD clicks, pops, and hiss to audio in Sony Vegas 7.0? I'm working on a film noir project on the side, and want to be able to hear the scratches and such that you see. Any ideas on the best way to go about this?

simply add in a track or two of noise from an old optical soundtrack. For added realism, you could simulate the sound of a hard-splice by making an abrupt cut with a very short cross-fade (you don't want it to sound like a digital hard-splice) and adding an abrupt bang (without any reverb tail) right on it. Remember to keep all these analogue artifacts (hiss, pops, etc.) nice and dry, as any reverb would tend to localize the noise in the scene rather than in the exhibition itself.

If you're feeling really clever, you could add a bit of flanging or delay to simulate the warble of an old projector.

Well two options actually three. First is free and that is iZotope vinyl, it also comes in VST so I think that may work for you. SpeakerPhone form AudioEase ($450) I think it has a PC version. Does a WHOLE lot more but will do what your looking for. And finally semi free, If you have a noise reduction/ anti click filter it will usually have a setting where all you hear is what is being removed. Use that to get some nice click tracks fro old record recordings etc. Any time I do restoration on an interestingly bad recording I make a file of what I have removed and put it in the library for just this kind of use.

if you want an uglier way to add noise, you could also try recording some of the gaps between songs on an lp on a really bad turntable through some horrible speakers using a cheap mic... you can also mess with the eq to exaggerate some of the noise that is already in your recording.
