Image jumping on DVD

Hoping to find a solution to a problem that maybe some of the folks on this forum have run into.
Camera: HMC 150. NLE: Edius DVD Program: U-Lead Computers: Windows 64 quad core, fairly new within a year to a year and a half. purchased in 2008.
We have had a few projects with no problems whatsoever, then out of nowhere on both computers we are getting jumpy, hesitating footage. Much like you would see if the OIS were left on but more severe and more frequent. We really notice it when there is a photo taken with the flash. This really causes the image to jump, however this is not the only time it does that quick hesitation thing. (audio has no hesitation, it is only the image)
Footage plays fine in camera playback. Also, on the timeline in Edius. Also, when rendered to an MPEG file in Edius it plays fine. (Edius is a great program)
When we get ready to burn it with either Pinnacle 12's DVD Burner or U-Lead's DVD Burner we get the problem in exactly the same places from both programs. We use U-Lead all of the time but tried Pinnacle to see if there was any difference. We do not see it jumping in the U-Lead timeline as we are building the DVD but we see it on the computer in the final image after rendering the project and also after it is burned onto a DVD. (we upgraded our U-Lead program to version 6.0 but still getting the same problems)
We asked Edius and U-Lead if they had any suggestions but with no luck as far as solving the problem. We don't know if it's a camera setting that we are not aware of or a setting in Edius that we are not aware of that may be sending information to the final burn. The puzzeling thing is that it is a problem that just started happening, on both computers. One computer has never been on the internet. We are trying different settings within U-Lead to try and figure it out. I have searched on the DVX user forum and on the Edius forums with no luck as of yet, so I am posting this in hopes of an answer form anyone who may have run into this problem.
Any ideas, anyone? The next step might have to be a new third computer dedicated only to burning DVD's. (one that starts out fresh with only one purpose in mind) But then what if we end up with the same problem. ??????? $$$$$$$
Thank you for all your help.
