what DVD burning program will allow me to burn an ED disc.

In other words, can I get my 24p video to play in a 4:3 aspect ratio at 480p in DVD Studio Pro or DVD Architect? As it is right now, it (DVD Studio Pro) is only giving me the option to go widescreen.

Yes DVD Architect will allow you to make a 480/24p 4:3 DVD. Some segments on The DVX DVD are exactly that -- 480/24p, rendered out of Vegas into an NTSC DVD Architect 24P file, and authored directly onto the DVD.
 
Yes DVD Studio Pro will allow you to make a 480/24p 4:3 DVD. The procedure is in the manual.
