I Want to get this weird effect and I dont know what the effect is called !!!

The effect is an erie speeding up and kinda stuttering, but not high shutter speed choppy. They used it in the Aphex Twin Music video "Come To Daddy" directed by Michel Gondry.
 
Micheal Gondry didnt direct Come to Daddy, Chris Cunningham did. The effect is digitally edited and chopped that way not an effect, just repeat the same few frames over a couples time and speed the frames up, backwards just screw around.
