I Need Help

I was told that this site would help me answer questions I have, so here I go.

I have a question about Autodesk 3ds Max.

For some reason, I have a blue box with crosshairs as my pointer while in a viewport.

Also, because of this I assume, I am no longer allowed to move, rotate, or resize objects.

Please help me, thanks.

I've not heard of the pointer with a blue box before. By chance do you mean the axis manipulator? If that has a blue box it means you are in "effect pivot only" mode. To correct go to the heirarchy panel and turn off this option (top button on the panel).

I believe that is the Transform gizmo. It allows you to move the object along the axis highlighted in Yello when moving the cursor over it.
