I need help with a transition issue

That's the stock 24p Widescreen DV template. Note that it's the Widescreen part which is relevant. You're cropping to 16:9 but in a 4:3 frame; the transition affects the whole frame, not just the footage. You can use different frame rates or whatever, but make sure it's 16:9.

Note, too, that if you render as 4:3 even if you use the Widescreen project template, it'll do the same thing (bleed into the black bars); Vegas renders to the render settings as though they were the project settings all along.
 
sorry , but I'm lost here. I'm using that same template the 24p Widescreen DV. Are you saying it's a rendering Issue?
I really appreciate your help, I have been having this issue in past projects.

You're rendering as 4:3. Don't. Render as widescreen. In the WMV render settings (if you're going to WMV, for example), change the frame size to "Custom" and then input 640 for the width and 360 for the height. You can experiment with larger or smaller sizes, but keep the ratio 16:9.
