I need help exporting to smallest size possible..

I was asked to make a video for a contest. The rules state: "Be creative, only one entry per person and MOV, SWF, FLV, WMV" formats accepted.
Of course now that I am done, and have gone through all the registration to upload, file size MUST be under 50mb.
Well, I have a 9 minute, 720p video. I tried using h.264 at 700kbps and it looked terrible.
Can anyone recommend the best export option, maybe using another codec or anything. I have to get this under 50mb. Thanks!

Lower the resolution to standard format, if the footage looks good it will still look great. Try exporting it to 640x480.
