I need audio of "all right, hands up!" or "Hey brother, can ya spare a dime?"

Its not illegal to use a ringtone or play music at a private party. The issue is distributing someone elses work. You will most likely not get caught, it just isn't right to steal is all... Over here in America everyone has the same attitude and will download and distribute care free. Working professionals in the industry do not advocate stealing creative work, it may be easy to do but it is a matter of respect, and you will get none if you're doing this.
 
i don't know what audio gear you have, Starticus, so i am going to throw this out there.

Why not grab a small recorder and record your friends and co-workers delivering the lines you are wanting? Give them the parameters you laid out, and know what phrases you want them to say. if you want it done "cornier", coach them to do so. By the sound of it, it doesn't need to be really clean, since you were going to be using clips from movies anyway.

This could be a good opportunity to practice some "directing".
