I'm looking for the least-expensive HDV camcorder that i can use as a deck. It will NOT be for shooting at all, just capturing HDV footage from Mini-DV tapes. The cheapest I've seen so far I think was $799...Any recommendations?

HV20 and HV30 are basically the same, you just get the 30p option with the 30. If you want the camera just as a deck then it'd make sense to go with the cheapest available option.
