I know of two ways to slow / speed-up down clips in Vegas

1) Right click on the clip, properties and then change the playback rate to whatever you want. For example I use .5 a lot for stuff I shot at 60 FPS. It gives a cool surreal dream like look. 0.250 is the lowest Vegas allows. Another point of doing this is it keep the audio part unchanged. Which depending on what is it can be good because things will start to sound funny if you slow em down to much. Often I just move the normal sound around for my motorcycle until it fits the slow motion clip. Even thou the clip is at 50% speed and the sound is still normal (100%) you can often fit the sound clip without anyone noticing :)

2) Other method is to hold down CTRL and drag the clip to make it slower or faster. This will also change the audio. Again slowing down the audio (depending on what it is) will give it a funny echo sound to it. So you have to experiment until you find the best results.

I'm sure there are other tricks but that's all I use.
