How was this made?

You best way to learn it is by watching tutorials, go to VideoCopilot.net or go to CreativeCow.com, either of those sites has a large amount of After Effects Tutorials.

But basically that is 3d layers that are in the video, with color correction, and presets with the bad film effect. THe jumps in the video are simply done in editing, whether its with Time Lapse or with just the right cuts at the right times...

Well there is a scratchy film effect putting that black dust and scratches over everything.

The rest looks like it could have been done like this– it starts with a gaussian blur keyframing it's amount to zero. A Threshold filter applied to the video, then the blending mode changed to luma silohuette or the other luma. You could also use a luma key filter. There is a warm gradient layer underneath that is being seen. It's been a little bit since I've done a ton of AE work so there might be a better way.
