how to write on screen for training video?

I expect I need some type of tablet with pen, and some way to record it with capture software running on the tablet. But the tablet would need audio-in capability for the mic?
Or maybe have a tablet connected to a computer with screen capture software?
I don't really know where to start

Looks like a Microsoft surface Pro might be able to do this since you can write directly on the screen. If running Camtasia capture software, you may even be able to PIP a camera image of the person at the same time too. Any thoughts?

You don't want just "screen capture" software, you'll want Camtasia if you are serious about doing computer training videos. Almost positive that you can draw on the screen on pretty much any application that might be open when recording. A cheap Wacom Bamboo tablet would be fine to add to any computer, might be able to use some of the cheaper tablets as well. You may find that a decent webcam works better because it will be easier to PIP during the recording. Download the demo and give it a try.

Try this camera, I have a couple I'm going to use for a "studio" set up https://www.ebay.com/itm/Microsoft-LifeCam-Studio-Web-Cam/382404068692

Thank you I agree Camtasia looks like a good choice.

I think we need to be able to write directly on the image on the tablet rather than have the disconnect of something like a bamboo where you have to have the tablet plus look up at the computer screen. Another reason is he wants his PIP image of him working to look like he is sitting at a table working on a test on the table, not sitting at a computer.

Apparently cheaper consumer tablets are very limited in what screen recording software you can install.
So it seems maybe a tablet like maybe Surface Pro or Lenovo etc that have USB ports can use Camtasia and a plug in web cam for the PIP. Then the one unit could do it all - write on, record etc.

There are some cheaper display/digitizer devices coming out of China, haven't tried one yet, but much cheaper than new computer if they already have a decent computer.
