I urgently need to render a video in mov from vegas..i have both 8 and 10.After picking mov what template should i go with for best quality?

Well the problem im having is that i use Neo scene to convert. When i render HDV intermediate 25p i get a HD file that plays fine on my PC but whenever i give anyone else they say its not playing on their PC or MAc.They can hear the audio but cant see the video.I later noticed that you must instal neoscene on your comp to watch that file.By the way its AVI then template HDV 25p intermediate, this option only shows when its installed. All i want i a HD file for broadcast or a file that i can send TV stations for them to convert for themselves to whatever formats they use.

Will the resulting file be able to play on a comp that doesnt have the codec installed?

I don't think so. It wouldn't let me with another codec using a format of Quicktime to export. Not sure about that codec, but generally with most codec's, they need to be installed.

I received a quicktime file recently for a music video, rendered from FC and it played on my comp without any propblem, thats simply what im looking for.A file that will play on another computer as long without the codec.or just an MOV file.

This depends on what you are creating the MOV file for.

If this was to give to other people to watch on a typical computer or blu-ray player, then I would use the MPEG-4 CODEC for video compression. ( it`s a custom option, you will have to make your own custom template )

If this was to give to another video editor to work on, then I would probably use the free AVID DNxHD CODEC.
