How to re-create digital camera errors/blocks

I'm working on a short film that includes video of someone recording himself and I want his video to have some digital camera errors. I don't know exactly how to call it. But sometime with a bad tape or camera you get these block artifacts and the image skips a bit. I was wondering if there are ways to re-create this effect or any other similar errors.

I would try some rectangular masks applied to a time change tool with some delay / freezes, composed over the original footage.

Effects/Stylize/Mosaic........then add a rectangular mask and have it move up and down to make it seem like the tape is rolling through playback all messed up.

Then add other Distort effects to your liking and desaturation and such.
