Go to Windows/DVD Layout. Then you can select from the predesigned menu. I'm not sure how you can insert a menu that you design. But if you want to insert a motion background then select any one of the predesigned menu. Then check the effects control and you'll see a bunch of options for inserting audio, video to the menu. Just drag the video that you want in the appropriate panel. Then the preset static background will be replaced by the video but the buttons will still be there.
