how to make neon-sign effect?

Do you need to see the neon sign or just the glow? Party gels, flicker the light occasionally to simulate a faulty ballast, with synced sound effects of the same (hum, buzz, crackle). Sound will carry the effect far more solidly than any visual.

I did a scene that was supposed to take place in a cheap hotel with a neon sign light coming through the window for a cheap horror film I shot. What I did was put a red gel on a 650 watt open faced light out the window. I had the light rigged through a switch that I had the gaffer switch on and of to replicate a neon sign. It wasn't totally realistic but it worked.
