How to limit video effects to specific areas of the frame ?

How do i limit an effect onto only one area of a video. For ex like light rays only on a window in the scene. Ive been told it can be done by using bezier masks etc. But how ? Is it like i have to use 2 video layers of the same video and one of them has a mask on the window so only that part is visible and i apply the light ray effect to that. Or can it be done on one video layer itself ? Like is there a way to apply an effect layer with a limiting mask on it ?

Use two video layers. No way to mask effects on a single layer AFAIK.
