How to light car like this?

Its a 10ft by 8 foot softbox (or bogger)

If I had to do this cheap in a garage as a 'permanent' construction I would

-Paint the ceiling white/add white polystyrene to the ceiling.

Rig 4-8 amaran 200s pointing up at it

Build a wooden softbox from four by two and get some diffusion cloth from amazon and nail/tape it on to the four by two box.

Cheap? hmm depends on your radar.

More movable might involve 1in alu square tube insead of the wood.
 
Polystyrene on the ceiling is a huge fire hazard, probably bad enough to invalidate insurance. My insurance specifically bans polystyrene tiles. Matt emulsion works well enough. Some of the LED tape is now pretty close to 5600K and while still spikey is a very cheap way of providing wide are light sources. If you fancy experimenting they could be worth trying. I’m thinking of a long thin batten, tape down the middle, and a thin ‘hoop’ of diffuser gel over the top. Cost wise, very cheap per strip and easy to install, and remove.

I see a large diffused source above but looking for advice on how to pull this off low budget

If doing a more long term fixture, worth investing a couple bucks into nicer materials, but if you are just needing quick and cheap, there are these rolls of really cheap plastic table cloth. Get one white and one black, then use tape to build a hanging box, and then shoot a light into it. Roll of tape and plastic rolls of table covers, all in might be $45? But the table cover rolls last a while, they can often be really long, 30-100yards/meters. So, you can keep the left over roll for the next time.

here's a yellow one, but obviously getting black and white ones would make more sense.

How much height have you got - if it's not too low, you can even use old sheets - and use elastic bunny cords on the corners to pull it tight - then light it from over or under. No good with a low ceiling - but they make a very good wide light source.
 
From the even reflections on the car (size and shape) and the corner showing in the right ceiling area in the preview photo, it looks like a Chimera 10x30ft softbank. Takes less than a day to assemble and can be rented. I have one in my studio and the effect looks quite familiar. Assembled, one of these weighs just under 300 pounds - about 5ft tall once rigged. I am guessing, I know, but I have shot tons of cars and that look is not so easily imitated on the cheap.

On a budget, hang a frame overhead with seamless diffusion on it and downward angled lights mounted above the frame from a decent distance away. Avoid any sort of rigging that has to sit on the floor especially with a black or dark painted vehicle.
