How to light an idoor/outdoor night scene, w/ no budget

So I need to film the subject running and walking down the sidewalk at night, climbing out a window lit by "moonlight", as well as various indoor night shots.

The only lights I have available to me are various desk and room lamps around my house, as well as one very strong light that's supposed to simulate daylight, but gives rather harsh edges.

For the outdoor sidewalk, I was considering having someone stand on a ladder holding the bright light and shining it down on the sidewalk to enhance the streetlight, and leaving it unedited.

For coming out the window, he has to climb out a second story window and onto a garage, then hop down to the ground. Lighting this safely is going to be difficult, and I'm not sure how I'm going to do it.

I've tried simulating indoor night scenes by filming during the day and doing colour correction with Magic Bullet, but it comes out looking a bit outlandish (and too blue).

Help me out? For my indoor scenes I've been using lamps without the shades and making deflectors out of tin foil, but this is something else altogether. By the way, I'm using a Canon Elura 90, which doesn't exactly have the best low light performance.

You'll need some budget, but at the minimum I would invest in:

CTB Gels to color correct and give you that "blue moon" look
Home Depot or similar powerful work light
A roll of "Cinefoil" to wrap around the light and to use as barn doors
Some kind of bounce or reflector (flexfill), if you have a high end photographic shop or sign shop, you can usually pick up some foam core from behind the building.

You could also try a China ball with a "beefier" ceramic/porcelain style fixture with a high wattage "photoflood" bulb. Just keep a fire extinguisher handy. The ceramic fixtures dissipate heat better.

I ended up using a high powered directional desk lamp, with a sheet of white paper over it to soften the light. Not perfect, but decent results.
