how to get this look?

It looks like some twirls on the hue/sat knobs... and perhaps some layer blending mode action. What exactly I don't know, but you can experiment with multiple layers and changing the modes to see if you can get something you like.
 
you got it - it's like a cartoon - it is posterized. Forget the redrock - you ever see a cartoon with shallow DoF? Look for a posterization plugin for yr NLE, that will give you the look - but you have to have strong composition, and reasonably quick pacing for it to work - think comic panels.

what do you mean quick pacing? im lost :(
 
think of a comic - typically each panel advances the story

whereas in a lot of video you get "sequencing" - wide shot, medium shot, CU, medium shot, over the shoulder shot -

IMHO the posterized style is better suited to the snappier comic style.
