how to get that music video effect ??? urgent

It will be a little bit hard to explain what I really want for English is not my mother tongue, but I´ll try it anyways. I want to use a kind of time effects in a hip-hop music video. The first effects is the one you can see in the video "Get it on the floor" from the DMX. The singer is singing, there is a time effect ( I am not sure if is the technical name for it ) but the singer voice will not get unsync. How do I do that kind of change, the image seems to stop, some times go back but it stills in voice sync. The other effects I need is the one you have a whole video which seems to have dropped frames, I can do it when I capture the video in a software like ulead mediastudio ( you can choice the capturing rate ), but I would like to make the same effect in vegas. Ok, I am using vegas to edit it all. Thanks for any help!

I think the dropped frame look that you are going for could be produced by right clicking on the clip in the timeline and changing the playback and undersample rates. I'm not sure about the time effect but try fooling with the velocity envelopes.
