How to get dreamy color washes?

I've seen this effect on videos and I'm wondering how it is done? Manually or with a 3rd party plugin?

Sometimes it looks like its a film error that flashes over the screen or sometimes its just some dreamy pastel looking color for a moment to accentuate what is going on screen with the music...
 
I Think this is what I was looking for !! http://www.lucavisualfx.com/ - Downloading the film and light effect clips.. looks to be about $120 for all of them, but some can be downloaded individually. They are 1920x1080 clips with transparency that can be overlayed and chopped up and manipulated to your delight!
