How to "FOG" a scene?

I have seen before in behind the scenes clips on features fog being used to add ambiance and what not, but what I've noticed is that this is often done with some sort of handheld squeeze-handled device that puffs out just a bit with every squeeze, as apposed to a regular halloween shop/DJ equipment type fog machine. I am wondering if anyone knows WHAT IS THIS DEVICE and HOW COULD ONE GET ONE? (or make one, why not)

I was so excited to tell you guys about a great resource for that stuff... but after they shipped my order they said "uh... that price was wrong... it hasn't been updated in years"... which is too bad, because it was only $10.70 per can for 20 oz.

They said the next time I order it will be the same price as everywhere else.
