How to crop inside Premiere Pro?

I know it is easy to crop in Vegas but I don't see any options to crop widescreen into 4:3.

How do you do this?
 
Import your widescreen video into a 4:3 project, drag the clip to the timeline, then open the effect controls and use scale to reduce the size of the video so the width correctly fits the 4:3 frame.
