How to create las vegas or flash billboard effect

Pretty simple, I just forgot how to do it. Basically I would like to have my text flashing on and off like broadway bulbs. Anyway, any suggestions.

CC Ball action + Glow + Animate opacity

or

Text > Create outlines + Vegas
blend mode: Transparent
experiment with the segment, length, width
animate rotation.

There are a lot of ways of running at the effect you're trying to achieve - track mattes, shape layers, etc. The best method depends on the style of the work you're creating.
