How to contact production about jobs on set?

Over the past year, I've paid attention to the Michigan Film Office's website where they list movies in production. They usually listed a production company for each film and included an email address. I'd email a PA resume for some of the big ones (Batman v Supes, a few major cable shows, some others), and never hear back. How do you get jobs on these sets without knowing anyone?

I kind of expanded my search recently to the surrounding states, plus Canada (though I assume that's probably a different beast?), and found a few productions I'd love to get a job on. Some of the film offices list telephone numbers. I assume it's not okay to cold call these?, especially since the listings don't say anything about them looking for assistants, etc.

I've worked on a few indie sets before, and professionally once for the Travel Channel. I'm trying to get back into it, I'm just not sure how to get through to the legit sets. I'd really appreciate any advice.

[Sorry if this is in the wrong place, wasn't really sure where to put it.]
