how to "blur out an object"

im new to the fourms and i searched but couldn't find anything,i didn't know where to post this but I'm currently using sony vegas 6.0. I need to know how to "blur" out labels and faces. any suggestions would be great, thanks
 
You create two tracks and put the clip on both tracks. On the upper track clip, use a Cookie Cutter effect or a bezier mask to isolate the part of the image you want to blur, then add a blur effect to that clip. If the object you want to blur moves around, you can use keyframes to move the blurred area around.
 
Frame by frame, you move the mask or cookie cutter to where it needs to be. Keyframes are created automatically.
 
This blows me away here.
I can create a second track to isolate a region I want to effect (using cookie cutter or bezier), move it frame by frame and Vegas automatically keyframes it to follow the motion through those frames?. That is amazing!
And I'm paying $99 for this?
