How to: adding a border around clip

Just finished watching the movie "RAY" and there is scene in the middle of the movie where they have clips scaled down and keyframed to move across the scene. I know how to perform those types of edits. What I wanted to know is how to put those cool looking borders around the clips kinda like a picture frame. I have some clips now that I am working with that have been scaled down and I added a drop shadow which looks cool but I have seen the same effect used in other projects that made the small clips really stand out.

Video Filters -> Borders or get some plugins that do fancy ones.
Other option is to take image of frame and create a matte to layer over clip.
