How to add boarders to videos ala EPSN Classic HD?

I want to take full screen videos, and add boarders to the sides to make it full wide screen for youtube. If you have ever watched ESPN Classic they do this often. Either they have ESPN on both sides, or they stretch and blur the video so it shows on both sides.

I would like to know how to do this, and Easiest ways. Please and thank you. IDK what the proper name of this effect is even.

You could use a 16:9 aspect and use the title tool to make a back drop. Then just place your 4:3 footage on top of the title. It should work great.
