How to Achieve this Frame Size with CS4 (HMC150) ?

Im trying to make my videos come out at this frame size, how do i go about doing this? is it possible?

When you go to export in Media Encoder, use the crop tool before you export. It will let you preview what the final framing will look like. I think this is how to do it in Premiere.

I just noticed you asked for "frame rate" in your title, but "frame size" in your post. Which do you mean?
 
The easiest way is just to create a custom project with that frame size. It looks like 2.35 so simply create a project that's 1920 x 817, drop the file in and adjust as needed.
