How to achieve this cool title effect!?

Having no knowledge of real 3d programs (which I'm sure would be easier) - I'd personally make something similar in after effects with a ton of letters gridded out & set at different depths in 3d space with varied light sources. i'd make a few "clouds" of dirt (particle playground) that the letters would pass through as I automated their positions at different frequencies. I'd also add a ton of texture and glows to different layers/vary opacities over the timeline etc etc.
 
(there is obviously a lot more going on there - blurs/movement etc - that i haven't mentioned... but that would how I would achieve be the bare bones effect)
