How do you get good Flash quality?

I'm trying to convert a 1 minute HD clip into an .flv, but I never get a nice, clean image. I've tried experimenting with lots of different settings, but nothing works. Even if I export an uncompressed sequence directly from FCP with the quality set to "High" or "Best", the result I get is just awful when it gets converted to Flash.

Is there any way to get an .flv to look as good as Quicktime?

my stuff doesn't look that sharp when it's in flash.

somebody told me to adjust the quality to "custom" and set it higher or to add more frames into the timeline.

and i have flash 8 and flash cs3
