I want to improve my post skills and I really would like to learn how to do the effects in this video (this being all the layering and masking, all the stars and lines animations from 00:25 to 00:30, and in general the moving lines in the background, all the moving flowers at 1:53, ). Can you guys tell me where to start and where to learn? I only thing I know I can do is moving the stars around and the multi split screens at 2:25.

Especially the white glow around the diva girls trainers, how do you do that?

I really want to learn these things.

You might want to look through tutorials at http://greyscalegorilla.com/ and http://www.videocopilot.net as well as the half dozen AE tutorial sites. For books you might want to check out Trish Meyer's books on AE. Most of those shots your talking about is some combination of Illustrator and AE. The white glow is most likely a glow effect plugin(one of the ones that come with AE most likely, but it could be a 3rd party effect). With keyed footage there are dozens of ways to get a glowing outline though.

VideoCopilot's Evolution product is all about those kinds of organic motion graphics, in fact I'd bet that video used the footage in Evolution. Though I don't think Evolution includes tutorials on how they made the stock footage. Google can find you some basic tutorials though on how to do it, like this one http://vimeo.com/9441986 which I can sum up as the "you must be able to draw and then do a whole lot of work to animate" method(the video uses the pre-made VideoCopilot art as the starting point rather than drawing a new design by hand).
 
can recommend Kramer's tutorials enough, I've used everything out there and my favorite was by far videocopilot's stuff.
