How do you do these light FX in the camera

What do you use to achieve the effect of the light to almost reflect to the lens and form a line. Like in this video:

it occurs about 43 seconds in the video. This is the Flo rider T pain LOW music vid.

I think that is a smear filter. Hang on maybe not...
Sorry, I saw a music video on Reduser.net once and they achieved the same look using some kind of filter, I can't remember the name though.

To my eyes these are lens flares or superimposed neon lights done in post, At least that what i did to get these effects. , if it is indeed "in camera" , it lis light flares on the prism of the lens.

Found it! Magic bullet looks has this.... anamorphic lens flares! bingo!
