How do you achieve the TV lines effect/filter??

At that video right there, the TV lines that they have at the beginning.

Does anyone know how I would achieve this effect?

I have Final Cut Studio 3 and Adobe Master Collection CS4.

There is a filter in FCP that is called "Bad TV". You should be able to keyframe/tweak that to archieve the desired effect.
