How do I slide a track?

I'm trying to sync up an audio track to a video track that has audio. In Vegas pro I just grab the audio track, hold the shift key and I'm able to slide it to where I want it. Very exact. PP doesn't seem to slide tracks in real time at all. It's incredibly nerve-racking. Why can't this program just do a simple thing?

If you want to move the audio that is attached to the video just hold alt before moving.
You also can set the timeline to audio units for more precice editing (in the little wingmenu on the right top side of the timeline)

If you want to move the audio that is NOT attached, just click and drag.

When I click and drag it doesn't move. Some numbers eventually pop up and when I let go out the mouse button it finally moves, but it's usually too far. It doesn't actually slide in real time.

That sounds like a hardware issue, not Premiere. It sounds like the comp is having a hard time keeping up with the file. Is it a large file? Because Premiere does allow for real time "sliding" of tracks like this...

You need to set the timeline marker to where you want the cut point to either stop or start. It's actually much more precise if you have the 'snap-to' enabled, because you can select exactly what frame you want and reliably move there. But you have to move the marker first (vertical red line that defines what part you see in the preview window).

Although it does usually move in real time as well if you're zoomed in far enough.
