How do I make a 5.1 DVD?

I have 6 mixed mono tracks (Front RIGHT,CENTER,LEFT and Rear Right Left)and one video track on my Premiere CS5 timeline. How do I export this to get a DVD with 5.1 sound?
 
If you're on a Mac, you can use Compressor to create a surround track from your 6 mono tracks and bring that .ac3 into your DVD authoring program.
 
Is purchasing SURCODE the only solution? I have Cubase 6. Can that generate a 5.1 mix file for ENCORE with Cabase 6 from my 6 Wav files? Is there no way to generate a 5.1 directly from Premiere?
