How do I go about making stock footage?

Honestly I have no clue how one would make this. However I took a bit of a shot in the dark and used a program called MX Flash 2004 I took about 1/2 an hour and came up with something pretty good not perfect but I'm sure you could get it looking a lot better with Photoshop and another hour or so. I was unable to export it to Quicktime for some reason but here it is If you like this PM me and I'll teach you or send you the flash file.

Yeah, After Effects.

Im sure there are all sorts of filters and plug-ins. With Premiere, you could even make a huge PSD in photoshop with different burns and scratches and just import the photoshop layer over your footage. In reality every frame would be different. Use the razor tool every frame and move to a different place on the image. If you don't want to do every frame just change it up every couple of frames or seconds, depending on how much time you have.

The one you linked had various intensities of scratches. So you could change the opacity on another video track and put the same PSD over the other two video tracks. Now you have two layers of scratches with different intensities over your footage. Certainly an After Effects plug-in would be easier. But not as customized!
