It's difficult for me to tell exactly what they used, but it looks like they attached a piece of glass to the lens, rather than used a special lens. You might experiment with putting bifocal lenses from a pair of eyeglasses in front of your camera lens, or shoot through a glass vase or pitcher with unusual textures. The effect in the video looks very lo-fi and old school in a good way. It inspires me to go to an antique store and look for odd bits of glass that I could attach to the front of a lens for interesting effects.
