how do I get his effect?

I'm trying to brighten the eyes of my actor, and make her lips redder, without touching the rest of the frame.

You can use secondary color correction for the lips. Pick a narrow range of color, though, because you're flirting with skin tones, too.

As for the eyes, you can duplicate the layer, then use bezier masks to isolate the eyes in the upper layer.

ah nevermind...I just bumped up the contrast a little bit and it solved my problems.
