How do I export SD movie for web quality/usage?

What export settings should I use to export a 4 minute movie using SD source footage and text overlays for web usage? I would like a file size of around 20mb with as good of quality as possible for that size. Does Premiere CS3 have any good compression settings for web usage?

Right now, I've been exporting as a HQ DV AVI file, importing into Windows Movie Maker and re exporting as WMV. It gets the file size down to 20mb, but the quality is terrible. is there a better way?
 
Export Microsoft DV avi with compressor set to None and use Quicktime Pro to encode as h.264 with a bitrate of about 1500 kb/sec. That should get you decent quality.
