How could I do this effect?

I'm shooting a music video in a couple of weeks and would like to manipulate the background, make it bounce to the music etc...., I was thinking instead of shooting it green screen I could shoot a clean plate (locked off) the another plate with the artist and just overlay the clean plate with effects applied to it.

Would this work?

Any other effects you guys could suggest for a music video that hasn't been used to death?

Your artist will have to be isolated.

there is a few ways in AE to have something move to music, the easiest probably being trapcode soundkeys.

There is also "Convert Audio to Keyframes" which may help as well. It won't be as dynamic or let you isolate frequency regions as well as Sound Keys, but with a little eq'ing, you could have multiple layers, each with specific frequency ranges, and use that as a workaround.
