How can I copy the effect I see in this video?

I want to copy the effect of the colored light flashing in this video. So I understand part of this is that this image is overexposed. But how are they pulling off this trick with the lighting? It looks like a mix of being done in camera and being done in post, but how?

Here's why I want to copy the effect.

I have a short film about a neurotic supervillain obsessed with puzzles. I want to take a time lapse of him as a child solving a rubicks cube, and combine it with this effect. Any ideas on how I would do that?

It looks to me like everything was done in camera. Step Printing + waving lights in front of camera. There are times where you can tell the lights being moved in front of the camera are the same lights that you see the person waving in the reflection on the piano.

Oh ok, yea I saw the reflection of the person with the lights. Just wasn't sure if it was completely done by that or aided by some type of effect. You're probably right.

You can also create this effect in After Effects using Trapcode Particular.

Thanks!

looks like step printing but with some long-exposure stills. i'd guess there's around three different frames a second, so maybe each frame was duplicated about eight times. at least, that's where i'd start.
(hard to tell what the flashes are exactly, possibly just shining various lights at the lens, but it looks at times like people are moving through the frame during the exposure as well)
