I have to agree. If you push your creativity to the max in the way you shoot and edit then it shouldn't matter what editing program you use. Back in the day I was turning hot stuff edited with a cheap software called Pinnacle Studio 7. I only paid $99 for at Circuit City at the time too. Now I have stepped up my game and I am using FCP HD, Photoshop, After Effects and a bunch of other stuff to further enhance the look of my projects.
You have to come up with a look and stick to that. It doesnt matter what style of music. I have done Hip Hop videos and some Rock and some Jazz and they all turned out nice.
Even before you begin to edit a music video you need to make sure the lighting is correct, the shots are the way you want them to look, etc. Think your process out and storyboard if neccessary.

"what would u guys say is some of the hottest software for doing rnb and rap videos on a pc? Premiere pro and after effects?"
In other words he was asking if premiere pro and after effects had some good transitions or effects for rap music, at least that is what I am guessing. Or maybe he meant something else with that whole "hottest software" comment.
Being a Vegas user I would recommend Vegas over anything on the PC.
Hey DVX100shooter: I started out with pinnacle 7 that I got from CC also.
