Horizontal Lines seen - is this normal?

A shot with a dark shoulder in front of a white background looks normal until there is motion. Then I see horizontal lines on the edge of the shoulder. I shoot with a DVX100A - 60i and edit with Final Cut Express HD. Is this a normal problem with this type of video? I've seen this in my editing system - before I export a file. When I downloaded a video to vimeo.com the effect was more pronounced. I'm hoping someone can explain this to me and if there is a way to correct this. Thanks.

NoahK, could you look at a short reel of mine and tell me if I have normal interlacing? It seems excessive to me. On this reel I imported some video off DVDs using MPEG Streamclip. I'm thinking that could be a reason for visible interlacing. However, the last segment of the reel has footage from my DVX100A imported into Final Cut Express HD and I see some interlacing on that also. My reel is at: http://www.vimeo.com/363137

Thanks for your comments.

Looks normal to me, use a deinterlace filter in FCE, or deinterlace with Compressor (Compressor has better quality deinterlacing).
