I want to shoot my main character running up a 4 story set of stairs. Ill be at the bottom, filming up at him... its the tpye of staircase where you can see all the way to the top... I want him to have a blurr of himself behind him as he rushed up in fast motion. Is there something i should do in camera to get this effect? Or would it all be done in post?

All post, adobe and avid have an effect to achieve what you're looking for. Only one that comes to mind off the top of my head to get this effect would be premiere pro's echo effect under the time effects folder. Just make sure you have a tripod setup and DO NOT move it during the shot, otherwise the entire frame would have a time blur effect. After doing this, it should look quite Superman like! :laugh:

A different approach would be to use a slow shutter speed such as 1/12 or 1/15.
It would not be the same type of look as Mr.Blonde described but I would suggest trying as many
options you have available to you to find the one you like best that suits your needs.

You can also try:
Increase the speed of the clip by 400%, then export it then reimport it. Place it on the timeline and reduce the speed to 25%. you should see a blur on your subject. Try it out and see if it works for you.
