Help with making a leader

Hi Guys,

I have a picture of a cityscape that I have processed in Photoshop. It looks pretty
cool. I would like to take a stab at making this into a leader.

My question:

I've seen some really cool leaders that start with a few brush strokes and gradually the whole picture comes into view.

What program / software would be used for something like this? I know this maybe somewhat of an obscure explanation but don't know really how else to explain it.

Yes, I had asked this question a few weeks back and someone said they new how to do this in After Effects. They said they would need a couple of days and would PM me the steps in AE on how to achieve this.

I have not heard back from this person so I'm asking this again in hopes of finding someone who can help.

It's not really about "steps" in after effects. It's a matter of knowing how to use the software and be able to design well. What you're asking is like asking someone the steps to creating a blockbuster film. It's not a matter of which buttons to push kinda thing.
