HELP with corporate photography/video plan?

I'm trying to develop a plan for a corporation in which they can effectively have photography and video available on the fly or in short order. Possibly, contracting some outside help. I'm thinking at such things as setting up some shared folders for storage and archiving of p&v with an excel spreadsheet as a catalog for a few teams to start with. Host a meeting of team leaders to find out what their p&v needs are, three months, six months out. There are several different teams all with unique requirements. Has anyone done this before? Can anyone point me in the right direction for resources that deal with making media flow effectively?

Anyone? All ideas would be greatly appreciated.

How 'on the fly' and 'short order' do they want? And what v&p asset do they need? original or stock? pre-preped or new?

Short order within a day or two... on the fly available that day. In house training videos and in house photography. They do not want to use stock photography so all would need to be taken on site. Prepared will probably work but they also want new photography for such things as corporate events.
