Help with audio for broadcast

I've been put in charge of producing a show for the Versus network that my company has been outsourcing for the past 5 years. First show airs April 4th, and unfortunately I just had my HDCAM masters sent back due to audio issues.

To be quite honest I'm clueless as anything when it comes to audio. I'm working in Premiere CS3 and need to have my audio match Versus' tech guidelines:

Channel 1 - Stereo Left
Channel 2 - Stereo Right
Channel 3 - Mono "Mix Minus" (Full mix of all elements except for announce, includes natural sound, sound on tape, and music)
Channel 4 - Announce Only if available, if not, then full mono mix

Any help on how to specify which audio goes to which channel, etc. would be greatly appreciated! I'm in a bit over my head here and in a bit of a bind! I think part of the problem comes from a lack of basic understanding, and then of course a lack of technical knowledge...

Not trying to be mean here but going by your own words..
dont ya think it would kinda wise to hire someone that actually knew what they were doing?

going by your own words in your first statement "clueless when it comes to audio"
makes me think delivery formats are going to only be a part of your problem
audio quality wise.

It amazes me.. a company wouldnt hand off a project to be directed by
someone who doesnt have a clue how to direct.
They would also wouldnt say.. "hey we know you dont know how to edit, but how about
editing our network piece for us"

Yet, hey its just audio right? just the thing that goes with the pictures..
no big deal. *groan*

Sorry, im not trying to be mean and im sure it sounds that way.

Trust me man, I didn't ask to be put into this situation. Just trying to do the best I can. I'm a print/web designer by schooling and trade and since I excelled at that for my company they just assumed I could do this as well. Regardless, you can bust my balls all you want but would you care to offer any advice or insight?

unless there was a fall out with the prior company that did the work..
can you call them?
Seems like that would be best place to try to get the info you need.

The former production company dissolved and we have their director on staff mainly as a cinematographer. All of the post-production work was done as they did for the past 5 years and this is the first time we've ever gotten a QC report back with a problem. Only difference is this year we're in HD.

I'm just basically having a hard time understanding how my audio tracks in my Premiere project correlate to the audio channels that are outputted. Can you shed any light on this for me?

If you've got the premiere projects for the previous episodes, you could possibly figure it out from there. You basically need to set it up so there are four output busses and then route your various mixes accordingly. I'm not sure how to do that in premiere, it's been almost a decade since I touched it.

I talked to the guy who did it last year and all he did was make a Mono Submix and route all of the audio tracks through that and everything was fine. I'm not quite sure how in the hell that would follow the specifications in their guidelines but I guess it's worth a shot?

The mono sub would give you Channel 4 of the spec. To do the third channel in the spec, you'd need another mono mix that you route everything but the announcer(s) tracks to.

Okay, so I'm starting to understand this I think....

So I would make a mono mix and route everything but the announcer for Channel 3. Do a full mono mix for Channel 4. But what do I do for the first 2 stereo channels?

The first two channels would be your normal stereo mix, which I assume you had on your initial submission to the network.
